The Chester Housing Authority and the Chester Redevelopment Authority (CRA) are working together to revitalize an area known as Highland Gardens, which is plagued by abandoned buildings, vacant lots, and buildings that are not up to code. Reno & Cavanaugh helped to develop an intergovernmental agreement governing the acquisition and re-platting process, the use of CRA funds for the effort, and compliance with Uniform Relocation Act requirements.
